Bolivarian University of Venezuela . It is a public university created in the last decade in Venezuela, founded in 2003 by presidential decree. It began its teaching work in various academic areas in September of that year. The UBV was created to serve as the tip of the Misión Sucre program, aimed at serving “the popular sectors traditionally excluded from Higher Education institutions.” Due to the municipalization of its training programs, it is currently the university with the highest enrollment of students in the entire country. Due to the creation of this University and the Sucre Mission, a Unesco report shows that Venezuela it is in second place in Latin America and the Caribbean in the rate of university education. According to these figures, the university education in this country means that Venezuela is in fifth place in the world, behind Cuba, Korea , Finland and Greece. In other words, it is, in theory, above countries like Mexico and the Philippines.
As an alternative to the traditional educational system and under the concept of contributing to the transformation of the national and Latin American reality, the Bolivarian University of Venezuela was born in revolution.
Created by the president of the Bolivarian Republic of Venezuela, [[Hugo Chávez Frías , according to presidential decree No. 2517 dated July 18, 2003, the House of Knowledge, becomes a space for its students and teachers generate contributions for the systematization and socialization in their communities of cultural, educational, scientific, technological, social and humanistic knowledge, based on the integrationist thinking of El Libertador Simón Bolívar.
Thus, the Bolivarian University of Venezuela is present in the various localities and regions doing and fulfilling the function of building and consolidating the Homeland through its twelve (12) headquarters and more than 1,300 university villages that are located throughout the country.
To date, section 2013-I, the UBV has graduated three hundred eight thousand four hundred seventy-nine (380,479) professionals committed to the Nation through the Undergraduate Training Programs in Agroecology, Architecture, Social Communication, Political Economy, Political Studies and Government, Environmental Management, Gas, Social Management of Local Development, Public Health Management, Informatics for Social Management, National Educators Program, Petroleum, Refining and Petrochemicals, Radiotherapy, Comprehensive Community Medicine and Legal Studies.
Likewise, the Bolivarian University of Venezuela teaches Advanced Training Studies: specialization, doctorates, masters and diplomas, among others. Likewise, it has the Rosa Luxemburg Language Center, where students and the community in general are given the opportunity to learn languages such as English, French, Portuguese, Italian, Chinese, Arabic, Venezuelan Sign Language, Spanish, Braille, (Technology adapted for people with visual disabilities) and Wayuunaiki, Warao, Pemon and Kariña.
We are proudly taking giant steps to make the dream of Supreme Commander Hugo Chávez Frías, which today is the legacy of Constitutional President Nicolás Maduro Moros, come true. A university community, consolidated, organically linked to local communities, Community Councils, Regions (states) and the country.
A university community supported by ethical and political values of participatory and protagonist democracy, inserted in the Robinsonian and Bolivarian thought and in the construction of the socialism of the XXI century.

Students who wish to apply to any of the careers taught at the Bolivarian University do not necessarily have to be high school graduates assigned by the Sucre Mission, that is, any high school graduate trained in any high school or educational unit, whether private or public, has the right to enter the University. Enrollments are made depending on the strategic plans of the University board of directors.

Advanced Training Programs (PFA)
Promotes research and training of professionals in the areas of knowledge required by society at the highest level of scientific, social, technological and humanistic development, in order to strengthen and improve professional performance, academic level, human quality, and respond to needs, interests, situations and problems of the different sectors of society. In this sense, it must promote the intellectual, scientific, technological creation and the knowledge and deep analysis of the social, ethical, economic, political, military and cultural problems of the country. According to their specific purposes, advanced training studies can be:
Studies leading to an Academic Degree
- master’s degree
Studies not leading to an Academic Degree
These Advanced Training studies are based on a proposal for an open and flexible curricular organization whose fundamental methodological axes are Learning by Project and Accreditation by Experience. Each participant develops their curricular plan through a particular Academic Plan endorsed by the Project Committee.
All applicants to enter the Advanced Training programs of the UBV, must conform and submit for approval its Project Committee, which will be made up of a minimum of three members, with the corresponding title according to the level of study, who must be researchers assets.
At least one must belong to the UBV. The Project Committee will be coordinated by the Tutor. Together with the applicant, formulate the academic plan according to the area of interest and submit it to the IEA National Council for approval.
