Phillips County was formed on May 1, 1820, by the Territorial Legislature, and was named for Sylvanus Phillips, the area’s first-known white settler and representative to the first Territorial Legislature. The county seat is Helena. The landscape of Phillips County is rich, flat, Delta farmland. The Mississippi River forms the eastern boundary. Agriculture and agricultural chemicals have formed the basis of Phillips County’s economy along with sporting and recreation on its many lakes and waterways. St. Francis National Forest is a semi-tropical haven for countless species of wildlife and vegetation. White River National Wildlife Refuge contains ox-bow lakes deposited by the White River and has some of the finest bass-fishing waters to be found. Nearly two dozen sites in the county are on the National Register of Historical Places. As of the 2000 census, Phillips County had a population of 26,445 residents.

Phillips County is one of about 3,141 counties and county equivalents in the United States. It has 692.7 sq. miles in land area and a population density of 30.2 per square mile. In the last three decades of the 1900s its population declined by 34.0%. On the 2000 census form, 99.2% of the population reported only one race, with 59.0% of these reporting African-American. The population of this county is 1.4% Hispanic (of any race). The average household size is 2.69 persons compared to an average family size of 3.29 persons.

In 2008 health care and social assistance was the largest of 20 major sectors. It had an average wage per job of $22,787. Per capita income grew by 47.4% between 1998 and 2008 (adjusted for inflation).
