Arkansas County is the oldest county in Arkansas and has a rich history behind it. In 1873, the only American Revolutionary battle fought West of the Mississippi was fought in Arkansas County. A dual county seat with courthouses in Dewitt and Stuttgart, the oldest records in Arkansas are kept in the Courthouse in Stuttgart. They date from 1796 and are written in Spanish. The landscape of the county is rich, flat, Delta farmland. There are two museums in the county, Stuttgart Agricultural Museum and the Arkansas Post County Museum and a National Memorial in Gillett. The Arkansas Post is considered the earliest European settlement in the lower Mississippi River valley. As of the 2000 census, the population of Arkansas county is 21,158 residents. Rice Belt Vo-tech and a University of Arkansas agricultural research experiment station are active in research and training in the county.

Arkansas County is one of about 3,141 counties and county equivalents in the United States. It has 988.5 sq. miles in land area and a population density of 19.2 per square mile. In the last three decades of the 1900s its population declined by 11.1%. On the 2000 census form, 99.3% of the population reported only one race, with 23.4% of these reporting African-American. The population of this county is 0.8% Hispanic (of any race). The average household size is 2.41 persons compared to an average family size of 2.89 persons.

In 2008 manufacturing was the largest of 20 major sectors. It had an average wage per job of $34,445. Per capita income grew by 33.6% between 1998 and 2008 (adjusted for inflation).
